Generally, all citizens have the right to copies of government records. However, some records may be confidential and must be withheld until proper authorization for access to records and identification can be verified. In addition, the costs to locate, compile and copy responsive information must be paid by the requestor.
Records may not be available the same day as requested. Appointments for pickup may be necessary.
To make a request you may use any of the following methods:
Online
This is the preferred and fastest way to submit an open records request. Use our Online Request System to submit your request and receive updates.

Fax

In-person
Records may be requested and picked up in person at our main state office building.
Bring the completed Request Form for TWC Records with you.
To request records, please include:
- An original signed request.
- Social Security Number or Employer Identification Number for the subject of the search.
- If you are seeking information to which you are a party, you must sign the written request which you submit. Proof of identity such as a copy of a photo ID is required for the release of confidential information including Unemployment Insurance system information.
- If you are seeking confidential information on someone other than yourself, you must show authorization to receive these records by providing a written release signed by the party whose records are at issue. An attorney can satisfy this requirement by submitting a written request on office letterhead, identifying him/herself as an attorney, stating that the attorney represents the party whose records are at issue and signing the request.
Please identify the types of records you seek and provide information needed to locate the records.
TWC records include the following types:
- Unemployment Insurance benefit claim information on all or a on a particular claim #/date
- Unemployment Insurance hearing/appeal records on all or a particular claim (specify date of initial claim)
- Wage history (five-year history available for $10)
- Employer Federal Unemployment Tax records (specify dates & tax id if known)
- TWC Civil Rights Division files including EEOC and HUD complaints (specify Charge Number)
- Texas Payday Law/Wage Claim Request, investigation and special hearings file
- Child Labor Law Investigations
- Contract bid and award information regarding TWC contracts
- TWC personnel files - Human Resource records of past and current TWC employees
- Career Schools and Colleges Licensing and Regulation Matters
- Vocational Rehabilitation records
Cost Estimate: Charges are based on rates set by the Office of the Attorney General at $15/hour for labor plus overhead, as applicable, and a $.10/page copy charge.
How to Reduce Costs: If you narrow your request to more clearly identify which records you are seeking, the charges for searching for the records can be reduced.
Proof of Identification: Some information is confidential by law and can be released only to the employer or employee, an agent of one of these parties, or with the signed release of one of these parties (this type of information is designated by * below). Some confidential information such as social security numbers may be redacted from TWC records before the records are released.
